Jeep wrangler idle issues

I have a 1998 jeep wrangler I am having an idling problem but only when the car in in drive not park. It idles real erratically up and down. v6 4.0l I changed the throttle position sensor this helped but not perfect. Checked for vaccuum leaks still rough. Runs fine in drive while accelerating

This has happened a couple of times now. I go to start the jeep and it does start but it will stall. I start it again and it starts with a little hesitation and if I do not keep my foot on the gas pedel it will stall.
