Anybody can give me an idea how to make this project? Three dimensional Map:students create a three-d map showing the landforms & waterways of the united states as it was during the 1860's.

There is probably a landform map from that decade online. If not, hurry right over to your local public library. The reference librarian in either the adult or youth department has just what you need and will make suggestions on how you can do the 3D thing with little trees and mountains and blue areas for lakes and rivers.
