Can someone make you pay for land from 30 years
If a person bought a piece of land recently, and found out 30 years ago that fill was removed can you make him pay for the fill off the land that you just bought?

No... only if they did it from the time you contracted the land and now. You should have seen and used that to adjust the price before you bought it. You didn't own it 30 years ago... and can't make him do anything for something that happened before it came into your possession. He might have had the expressed permission of rthe landowners back then, and even if they didn't give it... it was their problem to have dealt with back then.
