Not always Judy, many times a local pastor will do it cheaper than the judge. The cost of a wedding at my home is 1/2 the cost of the wedding by the local judge at his office.

So checking with the court house when you get your license as to local pastors, check for them on craigs list or other local adds or places like Madison Weddings, Milwaukee Weddings, Wedding Planning with the Wedding Planner & Guide
