    This is a very broad question you've asked. There is lots of missing information in your inquiry. It is like someone would ask: How much was a car in 2008 ? Do you see the problem ? Anyway, I'll try my best...

    Let's say you are in So.California, want to purchase a 40 gln / R-16 / 6 year / NG / FHR 92% / Normal NOx Emission and Safety features / brass drain valve / T&P valve included - Residential Hot Water Heater... then expect to pay about $450.00 and up.

    If any of the listed features change, price will change accordingly. Let's say, if you select w/h with 96% FHR, expect to pay about $100.00 more. Take away T&P valve and forget the NOx safety features, expect to pay about $50.00 less.

    If it is Direct Vent hot water heater than you will pay up to twice as much...

    Due to the falling economy, prices had not changed too. In fact, they may be even few dollars cheaper today than in 2008. I would suggest that you visit Home Depot and check on prices for yourself to get an idea how much heater like yours runs...
