No hot water in second floor bathtub

I have a two-story home, downstairs every faucet works fine, but upstairs is a different story, I have hot and cold water on both sinks but on the bathtubs there's only cold water (only one handle to control hot and cold water) and when I turn the handle to get hot water the flow is close to none....
Can my 2nd Floor support a bathtub

Hi All, I am planning on installing a tub or shower unit on my second floor bathroom. I have just moved my washer/dryer to another location make room. The last owner cut part of the beam below the dryer so he could vent it. Now I am worried it may not support a tub. Any thoughts?
