You have to get signed permission from the natural father. If he wants nothing to do with your child he will probably be willing to sign.

You and your partner must be married in order to adopt the child. In some States you have to be married for a year or longer.

Go to the court of administration and ask for the adoption papers you would need to file for an adoption. Don't forget to get the filing fee waiver sheet. You might be able to get the filing fee waived. And you have to pay for a background check on your partner. And in most cases it is waaaaaay easier to get the adoption to go threw (in your favor) if you are married to your partner. My husband and I only paid $250 for everything!

And was the biological father willing to sign over his rights?

You CAN NOT ADOPT in any state without the biological father's rights being terminated, whether voluntarily or involuntarily.

Its nice for you to want to help, but you need to understand that everyone's experience is not the same. You don't know if the OP is in MN so the rules may be different where they are. In most places the adoption process is a bit more involved.
