    What would cause the toilet then both bath tubs to back-up when the toilet was flushed?

    The sewer line that takes the waste from your house to the city sewer is stopped up and need to be cleaned out, I suggest that you call a locally owned person that does drain cleaning. It might be wise to get an estimate from a couple of different ones first.
