Non refundable pet fee - does it convey on sale

If rented property is sold, in addition to the deposit, shouldn't a non refundable pet fee be conveyed to the new owner? Or at least a pro rata pet fee? If not what is pet fee for? It isn't specified in lease and states that pet damage is taken from security deposit. Thanks, Mike
