I am looking for a movie that was from the 90's about a detective who is trying to find a man who kidnaps young children. He gains the children’s trust because he is very tall and he tells them that he is giant. He also bakes them little cupcakes that look puffer fish which are later found under a kidnapped girls bed. The detectives realize how he is getting these kids by looking at pictures that they drew that are hung up in the school hallway, all of a "friendly" giant. In the end he is living with his mom and she has no idea it is him, she opens a cabinets and finds the cupcakes and in the end he dies in a car explosion.
