    Heat pumps in cold weather
    What happens to the COP when the outside temp is at design peak, which in my area is 13 F. I get that the seasonal performance is better then strip heat, but at 13 F peak is the COP better then 1.0? I am trying to determine if the heat pump will actually provide any kW reductions at the design peak. I know it will have a seasonal kWh savings benefit over strip heat, say we ignore the comfort issue for the moment. Any help with the peak capacity COP will be apprciated, especially if you have some performance data sources. Thanks.
