Trouble with my Trane.. outside fan on unit will not cut on.
I have a Trane High Efficiency Weathron Heat Pump XE 1000. I tried to cut the ac on but the outside fan would not kick on. The unit would come on you could hear it humming but the fan would not cut on. I tried checking the capacitor but it is good. I noticed a blinking light on the circuit board on the D3 part of it. Could anyone tell me what this could be. Thanks

When the blower on the inside of the house cuts off, the air conditoner unit constantly runs. The thermostat is new, so that is not the problem, the thermostat works with the heater. Any ideas?
