My GE washer has not been able to go into the wash or spin cycle, it just makes a clicking noise almost like it's just not catching. Like a gear is bad or something, please help!

The tub on my kenmore elite HE3 will not spin for the wash, rinse or spin cycles. The motor is making the usual sounds like it's supposed to but the tub just does not budge.
I have an old Kenmore 80 Washer and 9 times out of 10 it gets stuck in the wash cycle. It will go on for hours if we don't stop it and turn it knob manually. Regular, permanent press and delicate settings all have the same problem. Is the Timer the only thing that can cause this problem?...
