Check the thermostat fan selector switch - set to AUTO? If so, the fan control may be sticking. Many electric furnaces control the fan & heating elements with a sequencer. Try this: next time the fan continues to run, carefully tap the top of the switch stack(s) with the butt of a screwdriver. If the fan stops, the sequencer is the problem.
