Refuse to surrender car when I have offered to clear the debt
Hi I'm separated from my ex wife, and I signed my car over to her, but unfortunately I didn't cancel the payments, for her to take over, I have just found out, that the last 6 months she hasn't paid a penny, I have offered to pay the debt off at £4000 in a week or two, but they won't accept my offer and want me to surrender car, which I refuse to do as I want to keep the car, what can I do.

Try to negotiate a settlement they will accept. You signed a contract, they have the upper hand.

They can repossess the car. You can pay the outstanding balance in full to forestall the repo.

What if they don't know where I live, I have tried to reason with them, but all they say its far to late, they just want car back to auction, and if they don't get price for car, I still have to pay the outstanding amount, can the police stop me for theft, even though car is in my name.

No, but if there is a lien on the car and the police stop you for other reasons, they might be able to impound the car. And don't be too sure they will not be able to find the car.
