We just moved into our new house about six months ago. Recently, our neighbor laid a 10 foot pipe to channel the excess rainwater out of their backyard. However, on the other end of that pipe, they hand dug a hole right next to our fence. The excess water then ends up gushing through the fence and into my backyard. It makes our walkway messy with dirt and water everyday. If they had a 20 foot pipe instead, the water would go out into the street, like it's supposed.
We had told them this problem before but they won't change because they know that the level on our side of the fence is two inch lower than their level. In past, I have talked to them about various problems, such as seeing their kids throw garbage over the fence and into our backyard, but the parents always deny it and play dumb. They continue to ignore our concerns.
We just want to know what we can do with this neighbor who have an purpose to make

Call your county and ask them to inspect that property. This seems to be a blatant discharge of water which should be illegal.
