My weathermaker two speed furnace stars on high speed as it should, however it never goes to the lower level operation. Works very well on high but I would like to have it run more efficient. I wonder if there is a switch or program that controls this . I bought the furnace used and have no manual for it.

Furnaces without an exact model number are very difficult to find manuals on. I know of no Weathermaker furnace that starts on high and goes to low for heating. They are usually set to low for all the time usage on heating. It is a good possibility that your setup will require high speed to start with. Measure your heat gain/temp rise over the exchanger to find out.

I found the problem, the high dip sit was set on, instead of normal factory

One note. Those dip switch settings are kind of important. Usually the installer sets them to the correct position for the install. If you have A/C problems in the summer you might have to set it back where it was. One other note on the efficiency you talked about in your first post. The different in electric costs per year to go from hi to low is little or nothing but sometimes the air movement can be.
