    If the bank account is frozen, they will soon take the money out and it will be gone.
    Assuming there it is frozen due to a judgement you go to court to prove the judgement is wrong, paid or not done properly.


    Now if there is a "lien" where you borrowed other money and used this bank account as a promise to pay, it is still frozen internally in the bank.
