    Italy us treaty
    Hello,

    I am an italian PhD just arrived in US to do a post-doc researcher study. I am working at UCSD but under the Ludwig institute of cancer research (http://www.licr.org/index.php/About_LICR/). I have asked about taxes but the told me this:
    "if you are receiving a non-service scholarship or fellowship (income code 15), there is no treaty exemption. If instead you were at universities, you are most likely not getting income code 15 because universities typically consider research activities to be service related and thus treat them as employees. An employee from Italy in a J-1 immigration status is income code 18 and the tax treaty does apply to that person for up to two years". Thus in conclusion they told e that I cannot ask for exemption. What is non-service?are they right?
