    Short term leave of absence
I have a doctors appointment for myself and I need to miss 1.5 hours of work that day, can this be used as a unpaid short term leave where the new law states we have up to 4 hours in a 30 day period that can be used for transporting family members to doctors appointments or child's activities?

I don't read it that way - if it says "transporting family members ... or childs activities" I don't see that your appointment qualifies.

Is there no "time off" or sick policy where you work?
