Fuse 15 (20 Amps) is for brake lighting as well as other lighting.
Also, Fuse 6 (30 Amps!) could effect brake lights if open, but if that was open, you'd have other vehicle systems not working right.
Remember, power to the brake lights goes through the Turn/Hazard Combo Switch. Try moving that switch while watching for brake lights. If the brake lights flicker and flash while you try this, replace the combo switch.
Otherwise, let us know what happens.
