I have a humming sound that comes from an inside wall separating my bathroom from the living room. You can only hear it on the bathroom side. Is this dangerous? What could it be?

When I turn the thermostat to cool, I do not hear the unit outside kicking on. I went outside and I can hear a humming noise and that's all. Just a few weeks ago It would kick on and off every few seconds or so. Could it be a fuse? Could it be an easy fix? :(
