I live in the state of Pennsylvania. My child's father pays child support through the courts. He comes in and out of her life often. He usually only sees her once every three months at the least. He is a big drinker and had a dui. He has hurt my daughter from his drinking and with erratic visits. He says he will be there and does not show up. Could this be considered child abandonment? If not, any suggestions?

No, it's not abandonment. Go back to the Court that issued the visitation/custody order, present your proof that he is a danger to your child and request that his rights to visit be stopped or, minimally, controlled - in the presence of a third party, soemthing that will keep your daughter out of his car when he's drinking.
