    Door opens over stairs
I'm in Deschutes County, Oregon. I'm wondering how much distance is required between the highest stair (inside the house) and an indoor/outdoor egress door which opens over the stairs? May the top step be only the door sill or must there be a landing? And if there must be a landing, how wide (perpendicular to the closed door) must it be? This door would be an emergency exit for the 2nd story level as well as access to an elevated porch. As currently planned, from the 2nd story floor there would be 3 steps up to the door and the door's sill, itself, would be the 3rd step.

As you come up the steps does the door open out/away from you or does it come toward you while you are on the steps. Building and fire codes vary and you will serve yourself well to check with your local building inspector.

The door would open toward me i.e. over the stairs.

Can not do that, must have a landing like Harold posted. That would be a very dangerous egress and would be out of code in all 50 states.
