    How long is a personal judgement in effect and is it state transferable
    How long, in time, is a personal judgement good for and it is transferable to another state?

    Depends on the state. Most are good for 7-10 years with at least one renewal term. Some can be renewed perpetually.

    And yes they are generally transferable.
