Heat Pump Fan not pushing out Air/Heat

We have a heat pump system. The unit upstairs runs and works fine, however the unit downstairs will kick on but won't blow any air out. The outside fan units both work properly, we just can't seem to get any air or heat to push out from the downstairs unit, what could be the problem and is it an expensive fix?
