    Can F-1 Visa Student be resident in KY?
    I'm currently student in Blue Grass Community Technical College as an International Student. I have F-1 Visa right now. I graduated from private high school in KY.
    I want to ask professional person who knows about state law in Kentucky.
    I'm trying to pay in-state tution for BCTC (Blue Grass Community College). Since I'm F-1 Visa international student, I have to pay out-state tuitino, which is totally expensive.
    I'm looking forward to change my tution status as in-state. School ask me to apply for resident but I don't know how I will work. My parents are in South Korea right now. I have a guardian for me, but he is not my legal guardian.
    Let me make it easiler for you to answer by dividing to section.

    1. I heard that there is State Law (Kentcuky State Law) that makes 'student graduated from Kentucky high school could receive in-state tution for University or College in public KY'. Don't you think that State Law helps me to change my tuitino status to in-state?

    2. Also could you please help me to find the way to make my guardian to as a legal guardian? I heard I got to do a lots of paper works, but I'm find about it. Whatever I need to do, I'm willing to do it.

    Whoever know about Kentucky Law very well, please help me with this. Please don't overlook my question. This is really important to be. Please any who can help me. Thank you very much.
