    Hello s:

She can DEMAND the landlord fix her heat and AC within 48 hours or she'll move into a hotel and charge him. She should do this in a certified letter sent return receipt requested. She should quote the uniform "warranty of habitability".

If he DOESN'T comply, she should MOVE and LOOK for another place to live. The landlord breeched her lease, and who would want to live there anyway? Yes, she's going to have to sue him to get her deposit back.
