    How can I ensure that the house I saw for rent who the owner is?
    Public records for house ownership - where can I find?

    This should really be under the Real Estate section.

    The public records are at the Tax Auditor's office. You can call them and ask them who owns the property at such and such address. That should hopefully match who the landlord is. If it does not, then don't rent from that person as something is wrong or they are just managing the house for the real owner.
