The elbow shut off valve to my toilet does not work (you can turn it, but the valve is stripped and nothing happens on the inside). How do I replace the valve so I can have a working shut off valve again?

There are several types of stops under toilets so I can't help you until you post a picture or tell us what you have. A stop could be soldered in, compression fitting, threaded, sharkbite, etc... Any idea what you have? In any event you need to shut down your main and drain the house to get started. Stops rarely "strip" so maybe we can just fix it after we see a picture. If you can't post a picture you maybe can Google different valves and cut/paste a picture like your valve.

Got me to thinking that the first place to start here should probably be to remove the handle and then use a pair of pliers to see if you can shut the shutoff off. If you can shut the shutoff off using pliers then it may be possible to get a replacement handle and be done with it that easy (plumbing supply house would have best options for replacement handles).

Otherwise, if the handle is not the issue and you do in fact need to replace the shutoff itself, let us know which shutoff you have... see images.

The first image is a compression type shutoff, second image is an older, threaded type shutoff, third image is a solder type extension shutoff, fourth image is a solder type shutoff and last image is just another view of the threaded type shutoff.
