Black motorcycle cop scene
This movie had a scene where two teenagers are walking alongside the fence of a playing field for maybe baseball, could also be another sport. When they reach the end of the curb, and have to cross the road, they meet a black motorcycle cop who says something along the lines of staying out of trouble.
