First of all, what is the W mean? Ie; 200W, 247W, 108W.
Don't you mean volts or amps?
Stage? Not proper term.
I think you mean Phase
Since your using all the wrong terms, we have no idea what your really dealing with.

Could my problem be from the 200W breaker on the generator to the 100W main on the breaker box? If I were to replace the 100w main with another 100W breaker and test it right away would that clarify any questions...
What is needed first is to follow Missouri's advice, measure the VOLTS coming into the main breaker, from the generator. This will help determine if the generator output is the problem, or a defective breaker.
