    Need name of a movie about a place run by kids.
    I only saw about 2 minutes of this movie, so I hope I have enough details. There was some kids, (young maybe teenagers) that were taking another kid in to a town that seemed to be run by children/teenagers. The car they were driving in to the town looked like an old Morgan or Bugatti. I think one of the main characters in the car was wearing a faded white jumpsuit and some goggles, like welding goggles or something. It seemed like it took place during an apocalyptic time, or maybe just an alternate time line? I'm not sure. But they arrived in a town that looked more like a clean industrial complex. It was probably about 10 years ago when I saw this on TV. The movie looked like it was made in the 90s, but could have been made in the 80s. It did NOT appear to be a cheesy low budget film, it seemed well done.

    I'm 99.9% positive it was NOT "Bugsy Malone", or the TV series "The Odyssey". It definitely was NOT "City of Lost Children".
