    Outside fan will not come on
    The central air conditioning unit will come on but will not blow cold air. The out side unit will sound like its starting up but fan will never come on. I'm sorry but I have no knowledge about a/c units bare with me

    If you have no knowledge than maybe its best to call out a tech. it could be the fan, capacitor, contactor, or fuse/ breaker.

    Is the compressor turning on or not?

    If you have an electrical meter that can check microfareds you can check the capacitor. Otherwise turn power off! Take out fan and see if blades move freely. If not your fan is dead.

    The compressor turns on but not the fan. The fan will move freely

    Try giving the fan a push by hand while unit is running, if it takes off, you need a new fan capacitor. If it doesn't take off, you need a new fan motor.
