    If I haven't filed a tax return for 2008 can I get my passport renewed?

    As far as I know, yes.

    To my knowledge, there is NO LINKAGE between the two issues. Passports are issued by the State Department, and tax returns are monitored by the Treasury Department, two separate governments agencies which, as a matter of routine, do NOT talk to each other.
