    Condenser fan not kicking on
    My son has a PAYNE PH10JA030-e system on his house. The fan wants to spin but bearly moves .Can it be a start relay,start capacitor?

    Could be the fan motor run capacitor OR it could be the motor itself. It is cheaper to try a new capacitor first. Make sure to get the same capacity as marked on the old one for the fan motor.

    Thank you is this the 3-4" tall 3 terminal one? It has a bujge in the top on one side I think I heard this may mean its bad?

    A bulge is a bad sign. You are talking about a dual capacitor if it has 3 separate terminal hookup areas.
