What is this little round sticker
A cop put a small round sticker on the back of my drivers license that has a number 15381 on it. They ticketed me for cell phone while driving, which is bull because I could shove a big hamburger down my throat. Also the felt generous enough to give me a citation for tinted windows, trailor hitch blocking license plate, and didn't regrister new address. I guess the cop needed to meet his quota. ANyway what is this sticker and what do the numbers mean. THanks

Hello t:
It's a note to the next cop telling him that you're nice people, and he already ticketed you, and for him to leave you alone.
Ok, that's NOT what it means, and I'm watching to see if anybody knows. If it bothers you, take it off. I would. For sure, it AIN'T telling the next cop anything nice about you.

I definitely took it off. I figure it tells the next cop that I have ticketed once so give him a second offense. Those sneaky cops

First, If the law says that driving while talking on a cellphone (except when using a handsfree) is illegal, then it doesn't matter what other activities are similarly distracting. Cell phone usage has been banned in many states for several years. I'm sure you were not unaware that it was against the law. So you willfully violated the law. So please spare us the indignation. In fact, cell phone usage has been linked to many more accidents then eating while driving.
As to the other violations, this is typical. If you are stopped for one violation, and the officer notices others they will typically cite you for the others. Usually, if you can show that you have corrected the problem prior to court, you can get those dismissed.
But its YOUR responsibility to know what you can and can't do and make sure you don't do them.
Sorry, but I don't know what the sticker means, but I would be hesitant to remove it until you find out. I would check with your local DMV.

Usually the window tint violation cannot be enforced unless the vehicle is pulled over for some other violation. Same with the hitch hiding the license plate. You just hit with the tickets all at once. The windows being too dark is also a safety issue at night. Same as the hitch hiding the license plate. If you were in a hit and run accident and fled the scene your license plate would be hard to trace. The cell phone is a no brainer on your part. You know better. Use a hands free headset next time. As for the sticker on the back of your license maybe it's the cop's badge number.

In NY you can be pulled over for windows exceeding the tint the State allows. A friend of mine has had her car for 4 years, was stopped yesterday for illegal tint (after driving in NY for 4 years). Apparently this was the first Officer who cared.
But the law is the law -

Actually at least in GA, you can pull them over for having the license plate covered, we used that to stop people all the time, ( in fact you also can not have a sticker on the back window or something hanging from the rear view mirror) all of which is used to stop people who we wanted to stop and check on. Normally unless the person being stopped was a jerk, we did not ticket for that.
Since the OP got 4 or 5 tickets I can only think they decided to try to tell the officer what the law was or should be.
Cell phone use is illegal while driving, studies prove it makes the chances of having a accident much greater.
So no excuss there,
Unless the officer had a tint meter normally the tinting law can not be enforced but you need to take it to the shop for a reading and have that paper from the shop showing it is within regulations.
I believe the sticker is a notice they ticketed you for vechile violations, so you would not be written another ticket for the same offense until you have a court hearing.

Hello again,
I think the sticker is actually a GPS tracking device with a built in microphone and infrared camera. I wouldn't even fart with it my pocket.

I didn't drink the kool- aid either excon, LOVE The AVATAR, by the way, and you are toooo funny! I do think it is able to be anything, in this day and age who knows, but it is probably just as fr chuck says, a way of avoin=ding being ticketed again till you go to court, but the way the officer sounds ,WHY would he want to avoid getting you ticket-ed again>? Sounds like if you would have had a bucket of fried chicken in there he would have gotten you on animal abuse on top of everything else...
