What is the exact error message and when do you see this error come up?

Any changes that either happened or that you perhaps made to your computer around the time that the problem started; particularly any Software or Hardware that you installed or setup.

    What OS?

I would go into BIOS and reset default settings

Turn on Laptop and when toshiba screen comes up, Hit the F1 key to get into the BIOS - There, look for the setting to Reset BIOS Defaults and click OK and let laptop restart

If F1 does not get you into BIOS, do same thing trying
ESC then F1 or F2 - One of these should get you into BIOS
