Where exactly on your leg are they? How long have you had them? Some insect bites can cause this. Also sometimes dead skin doesn't completely slough off and can cause the sebaceous glands to become blocked. A lot of people have this on their upper arms.

It's really best to get to a dermatologist to be examined and rule out any sort of infection or allergic reaction.
