In my area, as in most, I believe...

Normal temperature of hot water is supposed to be limited to 120F out to the entire house. The temperature can be limited by setting the thermostat at a water heater or by setting the correct temperature at a MIXING VALVE at a boiler or water heater (if present). All manufacturer's of hot water heating units state that water temperatures that exceed 125F can cause severe burns in short time.

MAXIMUM temperature that a shower is limited too is 112F. This is usually accomplished by limiting the temperature at the tub/shower valve using the temperature limiting device which could be a screw or a notched cap or similar device at the tub/shower valve itself. The normal temperature achieved after combining hot and cold water will depend on the individual however as each person likes what they like.

From my experience, "normal" hot water temperature depends on two things: 1. time of the year 2. personal preference

Every person has different hot water preferences. Men usually like hotter shower than women and/or children.

With conventional water heaters and faucets it is hard to monitor how hot water you use. But with thermo valves and/or tankless heaters, you actually preset your desired temperature. As I found out from my own experience, 110 to 115F is OK in summer while 120F is what people set their tankless heaters to in winter time.
