    Swimming Pool Deck Shifting up!
    Our below ground swimming pool has a concrete deck. After just six months, the concrete has shifted up almost 2 inches in many places. Our contractor says this is normal, but how can it be -- and it looks horrible!

    Are there any resources I can contact? Maybe my city's engineering office?

    Your contractor is blowing smoke up your skirt. He hopes you will go away so he doesn't have to deal with a costly callback due to his faulty installation and pour. This was likely caused by water under the slab and it shifted from freezing.
