Have you tried asking your landlord about discounting your rent to hire your own exterminator? Sometimes individual landlords will do that, agencies not so much.

    Hello t:

Write your landlord a letter. In it, document every time you've had bugs and NO response from the landlord. Tell your landlord that if THEY don't hire an exterminator within 72 hours, YOU will and deduct the cost from the rent. Send your letter certified, return receipt requested. Make ALL your communications with your landlord in writing from now on.
