    Anti-Theft System constantly engaged-draining battery etc. 99 Honda Accord
    I'm not sure if it is the anti-theft system/security system or a short somewhere else in the car, but something is triggering my security system to constantly go off. Two years ago I had my horn disconnected because the anti-theft system was going off all the time. Now, the headlights and tailights constantly flash on and off. The lights will not flash if I do not lock my car.

    History of Electrical Problems
    Prior to the horn disconnection the first electrical problem was with the (1) 6-way seat adjustment. Some of the adjustments quit working. (2) Then, it was the dashboard's clock light that went out... (3) Then the horn would intermittantly sound every 30-45 minutes resulting in happy neighbors and great sleeping--had it disconnected (4) the overhead ceiling light was on when it was set in the middle position. That is when you open the door and the ceiling light goes on... it wouldn't go out in that position so I turned it in the "permanenlty" off position. (5) The headlights and tailights flash on and off for around 5 minutes go out for 30-45 minutes and starts the cycle all over again draining my battery. Help! I've taken it to 2 mechanics and $400 later, no results. Cha Ching! Oh, I forgot. Due to the battery draining my radio of course would not work. Mechanic had to pull it out (took over one hour) get the serial number and call the dealer for the code to insert into radio to have it begin working again... I can now play my favorite CD but cannot rely on my car starting when I get out of work at night. Help!

    I can't answer the bulk of this question but in NY - where I am - it is, in fact, ILLEGAL to drive without an operating horn on the car.

    How do you pass inspection?

    Michigan can't afford to inspect vehicles

    We're poor in Michigan. We don't have inspection. We can hardly afford to put gas in our cars, much less sell the cars.
