    Can a conicted felon obtain a passport and leave the U. S. if not on parole?

    Anyone can get a passport, it is merely a form and type of ID.

    To visit other nations, you will have to get a visa for your visit.
    That issue will vary on the type of conviction, how long it has been, and what country is going to be visited. There may be some nations you can not visit,
