South Beach Skin Solutions Lightening Gel for Sensitive Areas seems to have some good reviews. But I can't vouch for it since I've never used it...

The gel is actually made for intimate areas... lol...
It doesn't contain any harsh chemicals and made in the US. But like I said in my earlier post, I can't vouch for it... so you'll have to do your own research before using it...
The ingredients are (taken from the website): Water, Cetearyl Ethylhexanoate, Arctostaphylos Uva Ursi Leaf Extract, Glycerin, Magnesium Ascorbyl Phosphate, Saccharide Isomerate, Carbomer, Glycyrrhiza Glabra (Licorice) Root Extract, Sodium Hydroxide, Polysorbate 20, Potassium Sorbate, Phenoxyethanol, Ethylhexylglycerin

Maybe you can try a lightening soap instead of a cream.
