    CPT and 1099 Form
I have some questions regarding a tax issue of my brother.
He is on F-1 visa and on his CPT (curriculum practical training). He is working 20 hours a week.
His boss gave him 1099-Misc instead of W-2 for the year 2008. It shows he earned approx. 30,000 USD (in box 7) and did not pay any tax before.
We learned that he has to pay around USD 6,000 tax but we are not sure. Is the 1099 Misc Form OK for him- for an H-1 student? Or should he request his boss to give him W-2 (show him as an office employee) for the 2009?
Since there is no tax payment which forms he should fill in as an F1 student with 1099 Form? I also know that he does not have o pay FICA-medicare SS tax.
Is there any way to minimize the tax he should pay?
    I appraciate your help...

You will report your income and expenses on schedule C or C-EZ (Form 1040). Then you put net income (or loss) on line 12 of Form 1040. This income is not subject to SE tax at 15.3%

You can claim itemized deductions only. One main deduction is state income tax.
You can not deduct tuition and fees.
