Can you touch with one hand one terminal in a box were the electrical meter sits in,and not get an electrical shock? I know you can't touch both terminal at the same time. Thank you William Gonzalez

I don't suggest you try out any answer folks give you here. Touching the hot side of a terminal will still give you a shock because you are likely partially grounded through your contact with the floor.

Definitely no!

And wear dry leather gloves in case you do touch it, but don't count on them to save you.

You can, but it is Dangerous, I wouldn't suggest anyone try. I have good rubber shoes, but a tack can make the insulation
Useless, you would have to be aware of yourself, and what you are touching, if someone walked by while you were standing their touching the lug both could be shocked.
Its not useful to check for the presence of voltage, as if insulated correctly, you would feel nothing anyway. Like a bird on a wire.
Don't do it.

Had to add this, Electricity is silent and it CAN kill, It's better not to do unless in the habit of working live wires. If you want to do something impressive, this could be cool:

Also make and break connections without any load.
