    Yeah, I agree with Tal it's really up to your parents. However, even though it might not be illegal to date this guy there are limitations.For example, depending on the age of consent in your state he might can get in trouble for some kissing or even inappropriate touching.

    Defenitly your parents because if they don't aprove then they might call the cops.
