You already have full custody of the child.
What paperwork did you file? How have you tried to locate him? By filing paperwork and compelling him to come to court in front of a judge you are giving him an opportunity to seek a visitation schedule with your child. Do you have a child support order?

I am trying to understand why you are searching for the court to acknowledge your full custody.

You should file a child support order, it is a right for your daughter for her support, even if you do not need the money to support her you can start a savings fund for her college education.

Well you are going to need an attorney to handle the paperwork, make and document the appropriate steps of searching for the biological father.
Attorneys are a great deal of money but a Family Law Attorney is necessary to handle this situation.
