Need to know the height from bottom of floor to top of floor.
Is this in concrete or wood?

In wood use a 2 foot framing square and the tongue and blade on it. Out the one side of the blade touching the.

Example" Place the square flat on the side of the 2x12. Put the inch mark of lets say 7". now as you hold that 7' pivot the blade to the 11" on the same 1 1/2 edge of the board now you have a ruff cut for the tread and riser.
