Need to know the height from bottom of floor to top of floor.
Is this in concrete or wood?

In wood use a 2 foot framing square and the tongue and blade on it. Out the one side of the blade touching the.

Example" Place the square flat on the side of the 2x12. Put the inch mark of lets say 7". now as you hold that 7' pivot the blade to the 11" on the same 1 1/2 edge of the board now you have a ruff cut for the tread and riser. If you get back and let me and answer my questions below I can tell you Exactly how to lay this out and do it.

Whats the total height form floor to next floor?

Plumb down from top floor to bottom floor measure from that toward where the steps has room to set the stringers.

    How wide are these steps?

What kind of treads? /thickness 1 1/2" 2x12? 5/4 yellow pine bull nose?

Get back with this informant ion and I can tell you exactly how to lay this out.

Also the usage can change the size of allowable height in risers in applications.
main steps daily usage or for a basement step entrance for a bilco/gorden door
